Vandaag zijn er in Indonesië presidentsverkiezingen. De winnaar is al min of meer bekend, dat wordt SBY met zijn maatje, de NeoLib Boediono. De aanloop naar

de verkiezingen heb ik vanaf daar gevolgd. De kampanye m.b.t. de presidentsverkiezingen heb ik bijna helemaal gemist. Het leek me niet zo spannend dit jaar, het stond van tevoren voor mij al vast dat SBY zou gaan winnen, omdat de andere kandidaten niet erg aanspraken. Megawati mag zich dan nog steeds in een grote populariteit verheugen, zij heeft al bewezen als president ongeschikt te zijn. De andere kandidaat Jusuf Kalla is geen Javaan dus maakt geen kans, meer dan 50 % van het electoraat is Javaans en zal een Javaan als president kiezen.Wat mij onmiddellijk in de huidige verkiezingscampagne opviel is dat SBY het helemaal niet zo vaak meer over corruptiebestrijding had. Het thema van deze verkiezingen was het oplossen van de armoede die er in Indonesië heerst. Alle drie de kandidaten hadden daar de mond van vol. Vast om kiezers te lokken, want zodra er eentje is gekozen gaat hij toch zijn eigen weg. Als dat SBY wordt, iets dat bijna zeker is, gaat zijn maat Boediono het land vol supermarkten laten zetten zodat het economisch goed lijkt te gaan. De gewone man gaat dan creperen, is niet erg want zijn stem is dan al binnen, over 5 jaar zien we dan wel weer verder.

Zou het over een jaar of vier niet zo zijn dat er stemmen opgaan dat die SBY zo goed is dat ze de wet maar moeten veranderen en de termijn dat iemand president kan wezen weer veranderen van 2 x 5 jaar naar “president voor het leven”? We zullen zien in 2014. De kampanye is natuurlijk weer eens met de nodige beschuldigingen, roddel en achterklap verlopen. Ook zijn de verkiezingen en vooral de kieslijsten slecht georganiseerd. De mensen die niet op de lijst staan kunnen hun KTP of paspoort meenemen om te stemmen, moet je natuurlijk wel zo een document hebben. Veel mensen hebben geen KTP, ondanks dat dit een verplichting is. Die KTP is gewoon te duur voor hun. Er waren berichten over 49 miljoen stemgerechtigden die niet waren geregistreerd en dus niet konden stemmen. Bij zo een bericht kun je jezelf afvragen”Hoe democratisch zijn deze verkiezingen? “Er zijn al hel lang allerlei geruchten dat er met de lijsten waarop de kiezers staan wordt gerotzooid. Nou zijn er altijd wel geruchten in Indonesië, maar de mankementen aan de kieslijsten zijn ook aangetoond. Het een en ander zou onderzocht gaan worden door het parlement, die houden echter momenteel vakantie en zijn tot midden augustus vrij.

Degene die in de eerste ronde van de verkiezingen 50% of meer van de stemmen wint heeft gewonnen, bij minder wordt er een tweede ronde gehouden. Een tweede ronde zal een ernstige klap voor het zelfvertrouwen van SBY zijn. Dat heeft mij wel gefrappeerd het zelfvertrouwen dat de man na zijn overwinning uitstraalde, om bang van te worden. Het leek wel alsof ie blij was dat ie Jusuf Kalla heeft kunnen dumpen, het boterde al lang niet meer tussen die twee, Javaan en Bugis, de tweede oneindig veel slimmer. Nu heeft SBY een jaknikker gevonden in de vorm van Boediono. Nou maar afwachten wat ze ervan terecht gaan brengen. Ik vrees toch het ergste voor de gewone man.

De kampanye heeft zich weer getypeerd door beschuldigingen over en weer, maar is niet echt spannend geweest. De figuren die meededen zijn allemaal bekend, al die generaals is ook een beetje te erg en geen nieuwe gezichten. Ik geloof dat de nieuwe president in Oktober beedigd gaat worden, daarna kunnen we zien welke richting het op gaat met Indonesië. De middenklasse daar zal het vast goed mee gaan. Als SBY voor een tweede termijn wordt herkozen zal hij toch aan een paar zaken prioriteit moeten geven en niet voortdurend zeuren over het ebstrijden van corruptie. Die zaken zijn, de gigantische luchtvervuiling, het vernietigen van de natuur, hij zou kunnen ingrijpen vvoor het echt te laat is, het overstromingsgevaar op java. dat is echt heel erg. Het verbeteren van het wegennet voordat Java helemaal dichtslibt. Het bereikbaar maken van onderwijs voor iedereen en zo is er nog een hele wachtlijst met zaken die de aandacht verdienen.

Ik vermoed dat dit mijn laatste stukje was in de reeks “Pemilu”

2nd United Indonesia Cabinet unveiled

President Susilo Bambang Yudhoyono announced his second United Indonesia Cabinet on Wednesday night, comprising 34 ministers, mostly politicians from his coalition of political parties. Politicians dominated the new Cabinet lineup with Yudhoyono’s Democratic Party getting six ministers, including the lucrative energy and mineral resources minister.

The Prosperous Justice Party, the first party that supported Yudhoyono’s presidential bid, got four ministerial posts, with its chairman Tifatul Sembiring appointed as communication and information minister.

The Golkar Party, which only joined the coalition recently, got three ministerial positions with one of its former chairmen, Agung Laksono, getting the coordinating minister for the people’s welfare position.

The National Mandate Party (PAN) secured three ministerial posts with its executive Hatta Rajasa holding the prestigious coordinating minister for the economy post.

The National Awakening Party (PKB) and the United Development Party each got two ministerial posts, with their chairman all sitting in the Cabinet.

Yudhoyono anticipates criticism of his Cabinet

Before announcing the list of his new Cabinet ministers Wednesday night, Yudhoyono said that he welcomed comments and criticism from various quarters, but he would stand by his selection. “Tomorrow, I expect people will comment on the list of Cabinet ministers, some may like it, some may not like it. But that’s democracy,” Yudhoyono said. “However, I and Vice President Boediono, assisted by a small team, have gone through a selection process that is credible and accountable,” he added.

Yudhoyono said he had met his earlier promise that he would announce the lineup of his Cabinet on Wednesday, one day after his inauguration

President inaugurates new Cabinet members

President Susilo Bambang Yudhoyono inaugurated on Thursday 34 new members of his 2009-2014 Cabinet and three minister-level officials. The President read out the oath, and was followed by the 37 new top state officials, including heads of the Investment Coordinating Boards, the National Intelligence Agency, and the President's work unit for development control and monitoring. He then briefed them in a short statehood speech.

"You will in the next five years face complex and sophisticated problems of our country, therefore you must prepare yourselves mentally and physically to work hard for the sake of the people," the President said before the newly-inaugurated ministers at the Presidential Palace. "You are the chosen people of the country, whom I consider capable of carrying the duties in the Indonesia United Cabinet II after undergoing credible and accountable tests and selections. Show it in your work."

He added that he would evaluate the performance of the ministers every year for the next five years in accordance to the pact of integrity and performance contract that they had signed when interviewed for ministerial positions. And he reminded them not to be easily offended with critics, saying they were common things in a democracy and that the critics should be opposed with hard work instead of fighting them back.

Megawati does not approve of PDI-P joining the cabinet

Indonesian Democratic Party of Struggle (PDI-P) chief patron Taufik Kiemas says that none of his party members will join the cabinet, because his wife, Megawati Soekarnoputri – the party chairwoman, does not permit them.

"So, what else can we do?" he told reporters at the House of Representatives in Senayan, South Jakarta, on Thursday. Taufik, however, said that Megawati had also said that the party would no longer refer to itself as an opposition force, but a "strategic partner".

"What we did in the past....playing opposition was wrong. We now know that in a presidential system, there is no such thing as an opposition bloc," he said. "We are going to maintain our checks and balances function as a strategic partner. Good people-based policies will receive our support," he added.

Monday, 23 November, 2009 TEMPO Interactive, Makassar: Former Vice President Jusuf Kalla is back to doing business and plans to work electricity projects in Sulawesi. He will soon build a number of power plants using hydro, gas, and wind energies. "These are renewable energies that I will be working on," said Kalla at his residence in Makassar, yesterday.

The projects are located in the three provinces of Central, South, and Southeast Sulawesi. Kalla explained that a power plant in Poso, Central Sulawesi, was built three years ago with an initial of Rp3 trillion. The capacity of this power plant is 3x65 megawatt. This power plant is managed by PT Poso Energy led by Jusuf Kalla's young brother, Ahmad Kalla. He said that Poso power plant I, II, and III cost Rp2 trillion each. "It still needs Rp5 trillion for additional development," said Kalla.

He said that Sulawesi had huge natural potential – like water and wind – to operate power plants, but it was not exploited to the maximum. The Kalla Group is also interested in developing solar-based power plant. "It is cheap to build solar-based power plant but its operational cost is expensive," he said.

Kalla Group plans to build a wind-based power plant in Jeneponto Regency, about 120 kilometers from Makassar. "The wind speed is constant and it would be very good for a power plant," said Kalla. The Kalla Group also intends to develop wind-based power plant in East Java and East Nusa Tenggara (NTT). "NTT has good wind-power potentials," he said.

The company owned by the Kalla family is also constructing hydro-based power plant in Tana Toraja with investment valued at Rp2 trillion and capacity of 100 megawatt. Kalla said that the power plant's construction would be started next year. He said that power plants in Tana Toraja and Poso would help ease power shortage in Sulawesi, especially South Sulawesi, by 2013. He said that Indonesia needed new power plants every year as its population growth is 1.5 percent, its economy is growing at 5 percent and its investment at 3 percent.

Monday, 23 November, 2009 - TEMPO Interactive, Palu: A number of regencies in Central Sulawesi have decided to utilize micro-hydro power as an alternative energy to resolve the power crisis that has been happening for some time in the region.

The power crisis in Central Sulawesi has been going on since the year 2000, with no signs of it easing up. So, Sigi Regency, for example, has decided to develop its own micro-hydro power plant. The Mining and Energy Division chief of the Public Works Department in Sigi Regency, Mohammad Afit Lamakarate, said that the regency will also develop mini power plants for several villages without electricity. One power plant can produce power up to 1,000 watt.

“One unit of mini power plant only costs Rp25 milion,” said Afit, on Monday. In addition, the department is studying development plans of Kulawi sub-district, Pipikoro, Lindu, West Marawola, Palolo, and Nokilalaki. To fund this program, the department as projected the budget to be more than Rp512 milion. The micro-hydro facility at Peana Village, Pipikoro Sub-district is scheduled to be completed by end of this year

SBY, die nog geen twee maanden geleden aan zijn ambtstermijn begon krijgt de wind van voren. Een oude kwaal van hem speelt weer op, hij is besluiteloos en heeft erg veel tijd nodig om tot beslissingen te komen.

President Susilo Bambang Yudhoyono's leadership has again been criticized following his speech in response to recommendations from a fact-finding team. The President had set up the team to investigate the controversies surrounding the National Police and the Corruption Eradication Commission (KPK). For many people, the President's speech on Monday was no more than a vague and confusing climax to a legal drama, as the speech did not resolve any problems. Yudhoyono said that he had opted for an out-of-court settlement to put an end to the Police-KPK conflict, which is widely viewed among the public as an underhand attempt to undermine the antigraft institution.

"From several interviews with members of the public on TV stations, we can see that most people are confused by his statement," communications expert Effendi Ghazali from the University of Indonesia (UI) told The Jakarta Post. Ghazali said that the President's communication followed a carefully constructed strategy that would keep his hands clean and keep himself in a position as someone the public could like. He did note, however, that the President appeared to be on the defensive when his speech touched on the Bank Century scandal, the bailout for which cost the state at least Rp 6.7 trillion.

According to Siti Zuhro, a political expert from the Indonesian Institute of Sciences (LIPI), the President needs to be more assertive in making decisions in the future, for the sake of the Indonesian people. "The President's speech was a great moment. It was like the climax to the long history of law mafia and corruption in this country," she said. "But it was also a kind of gamble on his leadership." She too expressed some disappointment over the President's speech. "There should be no doubt the President should take clear and firm action on this case," she said. "If, for instance, the parliament was on the side of the police, he *the President* should not be afraid of that because he would get the public on his back."

In an apparent bid to ease public criticism, the President set up an eight-member fact-finding team to investigate the controversies surrounding the National Police's actions toward two suspended KPK deputies, Bibit Samad Rianto and Chandra M. Hamzah. The police declared Bibit and Chandra suspects after the KPK investigated the Bank Century scandal, which allegedly implicated National Police chief detective Comr. Gen. Susno Duadji. The public strongly criticized the National Police for trying to bring Bibit and Chandra to court, claiming the move was an effort to weaken the antigraft body.

After working for two weeks, the fact-finding team recommended to the President that the case against the two KPK suspended deputy chairmen be dropped as there was a lack of evidence and many unresolved missing links. The team also recommended the President punish high-ranking officials in the National Police and the Attorney General's Office for criminalizing the deputies. In response to the recommendations, the President was expected to provide a concrete resolution to the scandal. However, the speech failed to meet public expectations.

Some local NGOs also criticized Yudhoyono's speech, describing it as confusing. A political analyst from the Indonesian Civilized Circle (Lima), Ray Rangkuti, said that the speech did not resolve any problems. "The President didn't make any decisions at all. He did not tell the police to drop the commission's case," he said earlier this week. "He didn't state any possible punishments for the police and AGO officials involved in the case." Rangkuti said the speech did nothing but arouse more public curiosity over whether the President seriously intended to combat corruption.

Vice chairman of the Institute for Democracy and Peace (Setara), Bonar Tigor Naipospos, also said he was disappointed with the speech, as it did not resolve the conflict between the KPK, the Police and the AGO. Christovita Wiloto, CEO of PowerPR, said that despite the good image President Yudhoyono had built, he was at risk of losing the public's trust. Christov said this goes beyond the Police-KPK saga, and cited the free education promises during the election campaign as another example, noting that the fact parents must still pay fees has disappointed many people, who believed from the campaign promises that no fees would be needed. "I see the President always manages to create a good image when it is actually public trust that matters most. He always wants to look good in front of the public, but it is not good looks that make the public trust you," Christov said. "I think he should be honest and not be a drama queen. Making promises and being unable to deliver on them can also be considered as dishonest. The President should come clean, instead of denying *responsibility* and looking for a scapegoat." In terms of leadership, Christov sees Yudhoyono as a cautious person when making decisions. However, he adds, if the President can explain why he needs time to make the decision, people will understand. "If he can't explain why it is taking him so long to make a decision when people are waiting for his response, he will lose the public's trust," he said. "On the other hand, he should not make new mistakes, such as delaying his response or making a decision that damages justice. He should listen to what the public needs most." Christov said that communication involves issue and substance: When an issue arises, it will go away quickly if it has no basis, but substance emerges if there is truth in the issue. "The challenge for the President now is to prove that the issue is really just an issue, not a substance. I think there must be something substantial that is slowing down his decision making."

Students Clash With Police in Anti-Yudhoyono Protest

Friday, 04 December, 2009 TEMPO Interactive, Jakarta: Dozens of students clashed with police in South Sulawesi, after students tried to burn picture of President Susilo Bambang Yudhoyono in protest against government measures to address the financial problems in Bank Century.

Students from Indonesian Christian Students Movement rallied at the Mandala Monument in Makassar, the hometown of former Vice President Jusuf Kalla who was excluded by Yudhoyono from his second term.

Carrying casket with a photo of President Yudhoyono attached on it, student tried to block a road near the monument to expand space between them and the police to burn the casket. Clash broke as police charged into students barricade and seized President Yudhoyono's picture.

The conspiracy against the Corruption Eradication Commission and bail out decision for Bank Century have become the largest political disruption on President Yudhoyono as he refused to take initiative to settle the case without public pressurer. Yudhoyono's moves in addressing the cases and shocking claims in the evidence that he was involved in the conspiracy had turned widespread suspicion into uproar.

Een klaaglijk deuntje dat al meer door SBY gezongen is, gelukkig heeft ie de hele avond met zijn familie kunnen bidden dus e.e.a. komt vast wel weer goed, Amin.

Yudhoyono: opponents want to topple me

President Susilo Bambang Yudhoyono who is also Democratic Party chief patron claimed Sunday that some political movements wanted to topple him as the president using the Bank Century bail out fund scandal. "I prayed at night with my wife and my families. What are these lies and character assassination [against me] for?" he said at the National Leadership Meeting of the Democratic Party as quoted by Antara news agency. “My logic said these political movements wanted to discredit, shake, and topple me in the short term."

He also said his opponents also tried to use negative campaigns to destroy the images of Democratic Party in the 2014 elections. Yudhoyono once again denied that he and Democratic Party accepted part of the Rp 6.7 trillion (US$710 million) Bank Century bail out fund. He also said he already knew that the planned Dec. 9 rally to mark the International Anti-corruption Day had a hidden political scenario, which is unrelated to the anticorruption movement.
